The only thing to keep in mind with two in one tamper levellers like this, is that the leveller surface becomes the top of the device when you're using the tamper part, so it doesn't give you a particularly comfortable surface to tamp.
If you're happy to distribute and then tamp relatively lightly, I think two in one tools like this are fine, but if you're someone who prefers a heavy tamp, personally I think 2 in 1 tamper levellers aren't ideal, for obvious reasons.

If you want to distribute with a spoked leveller tool and then tamp, having a two in one tool like this is a clever idea when it comes to saving a bit of money and also having less devices to lose.
Many people are happy to give their coffee a relatively light tamp after using a leveller like this, and if this is you, I think a tool like this is fine. Personally, I don't find leveller spokes all that comfortable as a surface to push with my palm, so I'd only want to use a tamper like this if I know I'm a light tamper.
These days I do actually tamp fairly lightly, as I have dodgy wrists and shoulders, so using this wouldn't be an issue for me, so it's just a case of horses for courses, or tampers for home baristas, which doesn't quite have the same ring to it.
